Abstract

China's demographic landscape is currently undergoing profound structural transformations, characterized by three concurrent trends: deepening population aging, a declining working-age population, and rising human capital quality. These shifts have fundamentally reshaped the traditional economic growth model that was historically reliant on low-cost labor advantages. As a fundamental variable governing socioeconomic operations, demographic changes inevitably trigger systemic adjustments in resource allocation, industrial distribution, and public service systems. Grounded in the theoretical framework of population-economic synergy, this study integrates recent demographic data with industrial transformation practices to systematically analyze evolving demographic patterns and identify structural misalignments within the socio-economic system during the population transition. Specifically, the research examines how the shrinking of the working-age population constrains labor-intensive industries while simultaneously creating opportunities for innovation-driven growth. The study further investigates the mechanisms through which improved educational attainment and skill levels can offset the quantitative decline in the workforce. Based on these analyses, the paper proposes adaptive development pathways focusing on four strategic dimensions: enhancing human capital quality through targeted education and training reforms, upgrading industrial structures toward technology-intensive sectors, optimizing public service delivery to accommodate an aging population, and coordinating regional resource distribution to address demographic disparities. These measures collectively aim to transform the traditional quantity-driven demographic dividend into a quality-oriented talent dividend, thereby fostering high-quality and sustainable economic development in the context of China's evolving demographic reality.
